REGULAR MEETING                                                                                                           NOV. 17, 2003
TOWN OFFICE BUILDING                                                                                                  6:30 P. M.

First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Eldredge & Lewis, J. Blessington, B. Bartholomew, R. Hisey, P. Latincsics, S. Lewis, T. Millix, L. Nicholls,    G. St. Louis, J. Semmelrock and R. Tulis.  First Selectman Patton led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 11/3/03 & 11/10/03.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

PRESENT TO SPEAK – No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

FIRST SELECTMAN PATTON MOVED TO ADD HOCKLA FARMS ROAD AND TAX REFUNDS TO THE AGENDA.
Selectman Eldredge seconded the motion.
VOTE:  2 YES (PATTON & ELDREDGE)  1 ABSTAIN (LEWIS)

VILLAGE HILL ROAD LOT 124-A
First Selectman Patton commented that Karl Acimovic, Town Engineer, has researched ownership of this lot and his professional opinion is that the Town of Willington owns the lot.  First Selectman Patton asked the Board what they want to do with the property?  Selectman Eldredge asked if Mr. Halcheck is adamant he owns it?  First Selectman Patton replied yes but no taxes have been paid on it.  It is valued at about $20,000 and should bring in about $500.00 in taxes a year; as far as the Assessor is concerned the Town has always owned it.  Selectman Eldredge asked if there was any interest from the adjourning land owners to buy the property and was told yes there is.  First Selectman Patton commented that you probably want to notify all the interested parties, it is something that needs to be put to rest.  

HOCKLA FARMS ROAD
First Selectman Patton commented that this has been going on for many years, whether it is a road or not, who owns it who has to upgrade it, we don’t know.  We still don’t particular know but over the years we hopefully have worked out that the Town will improve the road according to the Town Engineer’s drawings.  The landowner will provide the Town with the turn-a-round at the end of Hockla Farms Road; he will deed the

Town a portion of his property to make the turn-a-round.  He will also pay the Town $15,000 to do this, it will be a Town road, built to Town specifications.  First Selectman Patton commented that Lynn Nicholls did a cost estimate on the project and it came to about $45,000.  This includes Town labor, equipment and material.  This agreement appears to be reasonable.  It will give the Town the advantage of doing the road right and a turn-a-round that is needed on that road.  Selectman Eldredge asked what about the land beyond there when the next landowner comes along?  First Selectman Patton commented that they have frontage on Old Farms Road.  First Selectman Patton commented that this is a fair settlement and a good way to go.  It will have to go to Town meeting and he suggests we call this at the next Board meeting.
  
APPOINTMENTS
FIRST SELECTMAN PATTON MOVED TO RE-APPOINT TYLER MILLIX AS A REGULAR MEMBER OF THE SOLID WASTE ADVISORY COMMISSION, TERM EFFECTIVE 11/8/03 TO
11/7/06.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

FIRST SELECTMAN PATTON MOVED TO APPOINT THOMAS LOUGH AS AN ALTERNATE ON THE PLANNING AND ZONING COMMISSION, TERM EFFECTIVE IMMEDIATELY AND TO EXPIRE 12/18/04 AND NORMAN GRAY AS AN ALTERNATE ON THE PLANNING AND ZONING COMMISSION, TERM EFFECTIVE IMMEDIATELY AND TO EXPIRE 12/18/05.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

PUBLIC WORKS
Lynn Nicholls, Supervisor of Public Works commented that they have been keeping up with the storms; they split the crew and have been cleaning up each end of town.  Lynn commented that she would like to finish up Center School; she mailed a certified letter to the line painters but has not heard anything from them.  Lynn and Lou painted Jared Sparks, Pinney Hill and Schofield Roads.  Lynn asked S. Cobb, Fire Dept. #1, to help us with the catch basins, he said Mondays and Tuesdays are good.  The sand, salt and plows are ready as well as all the trucks.    
 
TAX REFUNDS
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $24.77 TO BANC OF AMERICA AUTO FINANCE CORP.
Selectman Lewis seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $14.69 TO ROBIN OR RYAN BRINGHURST
Selectman Eldredge seconded the motion.
VOTE:  3 YES (PATTON, ELDREDGE & LEWIS)    0  NO

FIRST SELECTMAN PATTON  MOVED TO APPROVE A TAX REFUND OF $36.00 TO RICKIE OR MARIA PERO.
Selectman Lewis seconded the motion.

GOOD & WELFARE
First Selectman Patton presented a plaque from the Town to Selectman Lewis In Recognition Of And Appreciation For Conscientious And Dedicated Public Service To The Town of Willington.  This Award Is Given With Deepest Gratitude, Admiration And Sincere Thanks.  Selectman Lewis said thank you.

Selectman Lewis presented First Selectman Patton with a plaque from the Town In Recognition Of And Appreciation For Conscientious, Dedicated And Exemplary Public Service To The Town of Willington, This Award Is Given With Deepest Gratitude, Admiration And Sincere Thanks.  First Selectman Patton said thank you.  First Selectman Patton wished the new Board well.
